Searching has yielded me no results (or I suck at searching) ,but I'm in SC and I was wondering if you can start working on endorsements (tanker, hazmat etc) while you have your permit so that when you get your CDL your endorsements are good to go. Or do I have to wait until I get a full CDL?

After you pass all of the endorsement tests they are basically "pending" until you receive your CDL, at that time they will apply them to the CDL. Since I am in Alaska I retain my original drivers license number, this allowed me to apply to TSA for the HME background check ahead of time and receive clearance so, when I went to DMV to pick up up my CDL the Tanker/Hazmat endorsement was applied (as were all the rest) without having to wait further.
As it was explained to me by someone back east at TSA, if you are in a state that changes the license number upon issue of the CDL you will not get background approval for HME until after receiving a CDL. -

I don't get why people don't do this in the first place, they have to pay later for adding it to their license after they got their CDL which seems to me rather not smart thing to do. Just get all of them right from the start, there isn't one that needs a road test unless you are going for a P/S endorsements.

Yep thats what school tells us too, get the endorsements when you take the permit test and the DMV puts them on hold till you get the real deal.
Now with me it was a little different as I already have a class B so the tanker was added to my class B but the T&D is on hold till I get my class A license.
And yes I have to get my back ground check & HAZ MAT before then to have that added to the class A.

I would also go ahead & apply for TWIC at same time as hazmat background check. Wouldn't hurt to go ahead & do passport early too while you're at it.
