Recruiters.....who picks up the tab??

There are numerous recruiting companies out there advertising for drivers
some examples .....
Truck Monster USA
Dedicated Driver Services
Big Dawg Truck N Jobs
JOBS 4 TRUCKERS

Who is picking up the tab for using these services? The hiring company or the driver?

I have not checked these out before, and, as this is Memorial Day, no one is answering their phones.......I was hoping that maybe a few of the more experienced on the boards or maybe someone that has used these services may be able to answer my questions.

Trucking companies generally offer $ to the recruiters for recruiting a qualified driver, something like 500-1500ish a driver.
