maybe ask the 3rd party tester that you want take your driving test with for a suggestion on how you can rent a vehicle .

Here you can rent a tractor trailer from one of the dealers, you need a licensed driver to drive it to and from the test site. A friend of mine has started several neighbors by teaching them with the permit and then letting them use his truck in the same fashion. I went to a 1 day 'school'and had my class A CDL with tank endorsement a few hours later. Lots of coops and feed dealers tend to hire inexperienced drivers who need the license to work and those businesses help those employees get the license.

I see trucks all the time and everywhere, parked with the giant sign on the trailer reading "RENT ME FOR YOUR CDL TEST" I'm sure Googleing it would return many results. I would imagine, for a nominal fee, someone teaches you the basics first and of course drives it to the testing site. For someone thinking of this approach, this will not obviously teach you anything and it is only to satisfy the absolute minimum requirements but already having your CDL when applying to a training company never hurt anyone.
