why are they always hiring u ask?
cause people, many many people who think they can get rich quick, make a lot of money, have an easy job, have nothing to worry about, think " what can be so hard about driving a truck " seems like an easy job, are alll have a rude awakening when they get behind the wheel and realize its not all fun and games, its serious, scary, hard, extreamly hard, stress filled job. expensive if you dont play your cards right.
most people dont no anything about driving a truck, other then it looks easy...
people such as yourself are lucky enough to have come across such usefull webpage and are able to lean about it beforhand... other, prob the 85% that JTR speaks of dont do the research needed.

Typically it does not cost them to have drivers sitting on standby, most of them know just how to move around the trucks to keep from paying the drivers while sitting.

They already have the equipment. Or instance the comoany I work is actually better than average, they have laid off nearly half of the fleet as far as drivers. All the tractors that are paid off are parked some they have turned in the plates for. If they hire a driver they will tell them they are going on to standby until all the drivers with more seniority have been dispatched. It does not cost them anything to leave you sitting waiting at home for a dispatch.

Just spend some time reading here , especially the Report A Bad Company Here forum . They last a lot less than a year . About 4 to 6 weeks away from home , spending too much time waiting for loads , and getting paychecks of less than $300 a week and they decide they don't really want to be a truck driver . Or maybe they have a small accident and bend a bumper or scratch a fender . That's it , they're gone .

    lupe Thanks this.

...Better question would be. If we have an all volunteer military, why do we need so many replacements?

It plays along the same track.
