This causes a gradual decrease in speed without the danger of a brake check, by this point cars are passing him on the right and he has no where to go. The driver of the truck gets so pissed off it looks as though he wants to push my car as all I can see in my mirror is just GRILLE. I'll let my speed drop to 30mph and remember we're on a hill. Then I'll floor and take off...and I usually don't see that truck again.

How about moving out of the way regardless? It is not your job to prove a point. Antagonizing the truck behind you by going slower only makes it worse. IF I see ANY vehicle coming up behind me in the fast lane I get out of the way unless I am passing traffic on the right and there is heavy traffic in front of me. Left lanes are for passing only, not for antagonizing faster traffic or playing traffic cop. What I don't understand are the idiots that tailgate me in the right lane when they have plenty of room to pass on my left. If this is the case than the brake-check may have to apply to give the offending vehicle a message of "pass or drop back".

See, Comet, that's UNACCEPTABLE. If you've got room to the
right you should NEVER force or encourage anybody to pass YOU
on the right, that's where you should move to. Only if you're
already there do you have any possible cause to gripe about a
truck on your butt. At that point it's the truck's fault but
likely not in the scenario you described.

Why is this so hard for people to get straight??

I'm almost thinking along the lines of getting one of those
bars of yellow lights that blink on sequentially to the left,
an electronic desperate attempt to get those behind to think
of doing the correct thing... but someone might start thinking
I'm one of those AAA rescue vans or a survey team or the guy
bringing lunch out for the tractors mowing the medians. Well,
if it could get the neanderthals off my tail, so be it?
