Yeah I never understood why dump drivers never close there tarp, most of them are elctric and all you have to do is hold a switch and it closes omg thats so hard. But some people are stupid, when I ran dump I always closed it even when I was empty just to prevent the little rocks or whatever from blowing out.

brink....they are not required in some states, i.e. montana...and if you do see a truck with a tarp, dont expect to see it rolled out
im pretty sure any "loose" debris is considered a road hazard, that being said i cant even start to tell you how many times i hualed hiney in front of a sand storm! -
I don't know about WA but in CA, there is what is called "Free Boarding". What that is, if you run a 2x4 across the sideboards perpendicular to the dump body, you are required to have a minimum of 6" of clearance between the "board" and the load. Higher than that, you'll need to tarp or if the material is dry, than you'll need to tarp. You don't have to tarp asphalt since hot asphalt and nylon tarps or coated tarps don't mix.

Usually hot asphalt has enough oil in the mix to hold the aggregate and sand together unless you get a load of "popcorn" then you are in trouble.

you have to tarp loose loads other wise its an "unsecured load" and the simple solution to that problem is a 3 number phone call and i bet thats the last time that driver will "forget" to do his tarp

heck the state's new dumps dont even have them -
I have yet to see a belly-dump in CA have tarps on them. Most of the leakage is from the gates, old and worn out on those "TJ" dumps.

I never tarped rip-rap, gabion, or large #2 stone. These or materials that won't blow out, except maybe in a hurricane.
