What he's talking about is something the Navy uses. it's an after market that a lot of welding shops come up with: make a flat hinge (looks like a tuning fork) with holes drilled through them on the top of 2 pieces of flat iron add steps in between them. Then weld a straight piece to the side of the trailer with holes drilled in them in the end to match the hinges and add a step to this piece then mount the botton half to the top and put pins with a bolt through the holes and then add a latch to both top and bottom and your'e done! just flip the bottom up and the latch will hold it in the travel prosition!

Very similar to what you just mentioned but the ones I've been seeing are cast aluminum. Keep looking folks!
