RG-213 is good coaxand PL-259 connectors are good at CB but when you get to 2 meters this starts to change .... others are better ....

Up untill about 1976 i ran transverters for 2 and 6 meters ..... your right 28 mhz was standard for 144 mhz output ...

A meter reads ALL power even JUNK power you can't hear junk so it is useless output ... AND ... for 2 meters to read the same makes sence .......
much of the error is due to dirty outputs and a filter cleans that up
