The International Brotherhood of Teamsters and the Owner Operator Independent Drivers Association will be working together on trucking security efforts as subcontractors for the HMS Company.
The Department of Homeland Security selected the HMS Company, based in Alexandria, Va., to receive a $15.5 million grant to provide program management, planning and support services for its Trucking Security Program.
This replaces the American Trucking Associations' Highway Watch program. (See "ATA's Highway Watch Loses Federal Funding," 5/20/08
Under the three-year areement, HMS will support TSP with participant identification and recruitment, planning, training, communications and information distribution support and management and administration costs.
The grant is to administer an anti-terrorism and security awareness program for highway professionals in support of the National Preparedness Guidelines. The training and awareness program will develop and launch training modules for different communities and different threats as they emerge.
"This allows HMS to leverage its core competencies that we have developed over the years on a variety of public safety initiatives on the federal, state and local levels," said Charles Hall, president and founder of HMS. "We have partnered with a team of industry leaders in the trucking community on this flexible training and awareness program."
Subcontractors under HMS include the International Brotherhood of Teamsters, the Owner Operator Independent Drivers Association, Total Security Services International Inc. and Patton Boggs LLP.
