I seem to recall when they were redoing the HOS (7-8????) years ago the Teamster leadership was pushing for mandantory days off similar to what the Canucks have now. I think their belief at the time was that would force more regional operations on companies which would lend itself to easier organization attempts.

As Rick is getting at if that is the desire (Organizing efforts) just say that. Enough of the back door stuff which just makes people question your motives.

You might have to guess, based on whether they seem to be yelling at the same kids.

Now a challenge to any Teamster to back up their claim saying it is dangerous .
I think a person can make statistics say anything. You can make an arguement that the 11th hour allows extra miles and there is inherent risk in every mile we travel. Whether the first or last mile is more dangerous is an open question in my opinion. Heck my experience seems to be the first 15 minutes after a safety meeting seems to be my toughest sledding.

Just in case this is taken the wrong way I AM in agreement with you on this Rick.

The first hour is the most dangerous and the 11th about equal with the 2nd according to VTTI research . I couldn't find an acceptable link without advertising but google VTTI first hour most dangerous and you can read the results .
