In PA the leash law applies to all "pets". I had a problem with the neighborhood cats, messing up the yard and killing the birds and squirrels. I purchased a box trap and started catching them and turning them into the SPCA.

I have two cats and they are indoor only, domesticated cats should not be running around free.
