If the relays are clicking I would blame the fan, resistor or bad connection at the fan or resistor. The different speeds go through different circuits until they reach the resistor. The resistor is what reduces the voltage and therefore changes the speed of the fan. There are 3 or 4 connections at the resistor from the different speed circuits. Only the resistor, fan or the wires between the fan and resistor are common for all speeds. Usually when replacing a fan, replacing the resistor is common practice. Unless the fan is some-what new, I would suspect it. Removing the seat isn't bad, but it is kinda a PITA to do. I would just get in there and do the job once, replace the fan and resistor. When you are in there check the wire terminals at the resistor and fan to make sure they look ok, and haven't spread causing a bad connection. Usually a bad connection results in high heat that will melt the plastic connector body.
