2006 Century 14L Series 60, 3.55 rear...Eaton Fuller 10spd to a 13 spd...
1. Do I have to change/re program the ECM when doing this???
2. Quoted $4,500 installed, good or bad? but told I'd have to change ECM????$2,500....
3. Other changes involved?

Unless the final ratio is different, I wouldn't know what would need upgrading on the ecm. Unless the 13 spd has a lower torque rating and they want to turn down the torque...but I doubt that is the case.
Depending on the length of the 13, you may need a shorter drive shaft between the transmission and the center support bearing. -
Have a friend who changed from a 10 to 13, I figured he would have to change ECM.He is using it everyday,just had it re-programmed. Cat-a- puller engine.

On a Series 60, I don't think the engine even communicates with the transmission other than the speedo/output shaft sensor.

The ECM has parameters for rear axle ratio and top gear ratio. If you replace a direct drive trans with an overdrive, you'll need to change the top gear ratio. This is not a big deal and does not require the ECM to be replaced, just a 5 min parameter change (plan on paying the 1 hour min labor at a dealer though).
What happens if you don't change it? I'm not really sure. I know it uses that info with engine rpm to know when you're in top gear and top gear -1. There's a few things that might/could be affected. I'd just change the parameter and know it right. -
I had mine changed from 10 to a 13 and I asked them the same question and they said no changes were needed. I have the 12.7 Detroit 60 series ddec 4. I have had no problems and it's been almost 1 1/2 yrs.
