The truck doesn't come off of high idle when I press the clutch so I'm thinking that is is the clutch disengagement switch but I can't seem to find the location. Anyone know? Thanks

Not sure about the 389 specifically but the switch on most trucks are typically found on the pedal linkage.
-
Under the cab where the clutch goes through the floor. Does it come off high idle when you hit the brake? I ask because we had a driver that kept accidentally raising the low idle and would complain that the idle was too high. On Cummins, you set the low idle with the cruise off and bump the set/resume switch.

If the clutch switch is not working the cruise control and engine brake will not work.

Depends on the failure of the clutch switch. Switch stuck closed will behave like the clutch pedal is always released. Engine brake and cruise will still work. Switch stuck open and you'll lose your cruise and engine brake because the computer thinks the clutch pedal is pressed all the time.
GrapeApe Thanks this. -

If I remember correctly, my 379 did not come off fast idle except pushing in the parking valve.

Clutch switch is mounted under floor above battery box. In this pic, it's what the gray cable is connected to
