First thing is first are you getting good power to the ecm and good ground. Second thing make sure you check your fuel pressure in cranking make sure youre getting fuel psi when the engine is cranking if not then something is going on with you're fuel pump volvo is know for having fuel pump issues next moving down the line is there any fuel in your coolant tank or any coolant in your fuel filters. Go down the line check these and get back to me. the easiest way to check if your ecm is getting powered up is to connect a scan tool and see if it can comunicate with the engine if not then it's not getting power.

I took the fuel pump off to make sure it was fine and it broke the little ring and the tabs off the fuel pump this is the second time it has done this is there anyway to check the drive I have it off and looks fine but the space where we pump gear slides in feels rough

Possible this drive is messed up they usually should get replaced as a set
