2007 international 7400 cluster lights up but gauges are inop

I have a 2007 international 7400 garbage truck that has left and right drive and the left hand main cluster is not working. When you turn the key on only the air brake gauges do the sweep test. All of the warning lights go on and turn off. The right side cluster works fine but that's aftermarket. Any ideas please help

I would say the main board gauge driver has gone dead. Is there anyway you could swap out clusters from another unit for a test?
