We are looking at rigging up a step deck for a specialized application. On the upper deck we would want to mount a big diesel generator and some other things and then haul wheeled and tracked machines on the lower deck secured by chains as usual. I know they are really picky on how things are chained down but if something is securely bolted to the trailer is it good to go?

As far as i know if its attached ... well its attached. Tow trucks dont strap their winch's down.... just do it right, no zip ties. :)

Just make sure you're using the proper grade bolts for the weight of the item. And of course attached properly to a framing part.

I have seen many generators and cranes secured to the trailer with bolts. You will have no problem. Be sure to put a good backing plate on the under side of the trailer/bolt. Not required but when you spread out the load you will have fewer issues.
