Any DOT regulations against using one of these in a chain?

Assuming it is rated grade 70 can you use one of these in a chain used to secure equipment on a trailer?

What I am wanting to do specifically is cut the hooks off of 4 ratchet binders and permanently attach short pieces of chain to them to make tieing down a specific machine that we haul on a regular basis easier.

It has the classic finish of grade 70. Shouldn't be an issue as long as it's the same size as the chain.
