Most stock CB radios come out of the box at 2-3.75 watt. The FCC set the power limit at 4 watts. Sounds like a real faulty meter to me.

An operator doesn't make you a technician, technically.

The General Radiotelephone license USED to be the standard to work on radios CB, HAM or otherwise. There are others on this forum who make a living REPAIRING CB radios MANY are very good at it.
Myself I work for the local jail keeping 1500 radios going and LEGAL ...... -
RCI 2970 and the rest follow up the rear ..................Just my 2 cents oh and my Chevy is better then your Ford..
Besides what does it matter what the out the box wattage is ? As I always thought it was the length of the "swing" that made the difference . -
On 2 meters back in the 60's and in the DRAKE radios of that time
would swing 3 "S" units or more and when you got near the noise sounded more like SSB than AM .....
Nothing beats a high level modulated AM transmiter .... maybe with a bit of processing ..... -
