Kc0rey, before he left us, had an idea for testing someone before allowing them to work on your radio. It was something to the effect of asking them some kind of stupid question, like if they have any plutonium anodes because you might have a bad one of those.

Well by "doesn't work worth a darn" what really are you meaning here?
Like the others said, first thing to look at is your antenna and your SWR calibration... but sounds like you already did that per the manual. What does the meter say your SWR is? If you're running stock, you really gotta get it at or below 1.5, preferably 1.3 or lower. The lower the SWR number, the less power is wasted getting your signal out.
Also, if you have a stock radio, you're not even peaked, it's set to "legal"... so that means you're probably dead key about 1w and swinging about 4-6w. Chances are, in today's world, this isn't enough power to be heard from one side of a truckstop to another, because any other driver could key over you and be heard for miles with their turbo/peak-tune/supermod etc...
Your best bet, like others said already, is to find a reputable shop and get them to look into things. You can google and find a wealth of info about CB installation, SWR tuning, antenna selection, coax lengths and how to build your own cables, and also how to open your radio and align the PLLs and "clip" the finals... but if you don't feel even remotely comfortable opening up electronics, pay a pro to tackle the issue.
Good luck! -
