We all hear a lot of stories about recruiters making promises that end up being lies. But is there anything to guard against this?
Is there a point at which you can expect the truth? At some point do you see it in writing? Does the company give you a job description before you take the job? If you call the HR department will you get the truth?
I understand that some things are soft, like number of miles per week, or when you get hometime. No one can guarantee that type of stuff. But stuff like cpm and upgrade pay should be firm, yes.

You know a recruiter is lying when their lips are moving.
As far as getting to the truth you need to talk to as many drivers as possible.
There are cases of being told cpm will be one thing, and you get to orientation and it's another. -
Number 1 thing IMO is to let them do the talking. Let them tell you what they may or may not do. Don't start jibber jabbering about what all you're looking for or expecting right from the git-go because more then likely, 90% of recruiters will magically offer exactly what you're looking for. (which is BS 90% of the time as it turns out later)
Let them sell themselves and see what they provide in terms of any negatives that may not fit with your goals. Have a short term goal, a mid-term goal, and a long term goal. Long term goal will probably require to to move to another carrier later, perhaps multiple times, once you get established in your experience and on your expectations and wants. -

How to get the truth from a recruiter:
Step 1: request a live one on one interview
Step 2: at the interview, grab recruiter by the throat
Step 3: once a firm grip on the throat has been established, slam recruiter against the wall three or four times
Step 4: if there is a door handy, slam said door on recruiter's head a few times
Step 5: grab a good, sharp knife, and remove one of the recruiter's fingers. Preferably a pinky to start.
Step 6: ask first question
Recruiter should now be more receptive to the idea of telling the truth. If recruiter lies, return to step 1 and repeat the process. Do so for each and every lie until all your questions are truthfully answered. If the recruiter fails to survive the process (always a possibility, they are pretty soft and wimpy), request a new recruiter and repeat process again.
Kind of time consuming, but worth it in the end...
