How to get around emissions testing for rental cars

    So I work for a national rental car company, with cars in 30 different states. Any most of these states now require emissions testing, even for rental cars. This issue is, these cars move around all the time, and are rarely in that state. So when a TN tag is in FL, we can not get that car inspected.

    There has to be a better way around this, maybe getting apportioned tags? because one way rentals between states could be counted as interstate commerce.

    You can buy testing boxes to keep at each office but you must have people able to pass the cert. test to run them and put the stickers on way before they are due when they pass thru. home state?

    Could you plate them all out of the same state, where an emission test is not required? Don't most rental places turn their cars over every 4 years or so? Is there an exemption for new cars until they reach a certain age?

    Depends on the states themselves. They make up the emissions programs. Utah keeps changing things as far as licensing goes. I'm not even sure when or if my new car has to be inspected anymore.

    The car was a year old with 50 miles on it when i bought it 16 months ago. No inspection required for renewal last yet. That put the car at 2 years old.

    You definitely would not want to tag them with apportioned tags. Instead, centralize your licensing operation to just a couple states that don't have emission testing and/or inspections. It's that simple. Trucking companies do the same type of maneuver. Trucking friendly states that exempt trucks and trailers from sales tax and are easy to deal with grab a majority of larger company's registrations.

    In PA it varies by county whether you need to be tested or not. Some states in order to be plated there you must actually have a physical office.

    To all of you, this is a national rental car company, not some mom and pop company so they already have policies in place to deal with this. They move cars all the time to get them checked.

    Plate them in central or southern OH. Only the northern 7 counties require emissions testing. I'm sure if it's a nationwide outfit that you've got a business location there, which is all that is required.

    Get a Montana LLC or corp and plate them all here. People set up LLCs in Montana when they make big purchases like Motorhomes and license them here because there is no sales tax.

    But then if you do that, what are the parking lots going to do?
