I just passed my cdl test and waitting TSA to finish my background check for my hazmat. So my current driver license status is 'withheld' by DMV.
And recruiter from Prime told me she can't proceed my application because of my license status. Although, other recruiter from Con-way told me it's not a problem with them but they don't want me because I don't have experience with 50ft trailor truck. Yes, my truck school had only two day cab tractors with 28ft trailors.
Anyways, so do I suppose to wait until TSA finish my background check which can take up to 45days(possibly 180days) in order to get hired?
My driver license is withheld by DMV....

I'd go with Con-Way. You'll never get anywhere with Prime.

Taking the test means nothing until the endorsement is approved and then you add it to your license. The Background check doesn't hold up the license either, every state should process the endorsement the same way, it has to be added to the license when you are approved.

So why is it withheld?

Getting CDL and Hazmat are two different things like Ridgeline stated. Now your license upgrade can be withheld if you owe someone some money....like another state for lapsed insurance....
Time to dig in with some phone calls....government agencies have been known to contradict themselves.kw600 Thanks this. -
What the hell does 'withheld' mean?
None of this makes any sense at all.Puppage Thanks this. -
This is why I don't do hazmat. Not worth the hassle.

Ask for a cdl without the hazmat endorsement. When tsa clears you go back and pay to get a new license printed.
NavigatorWife and kw600 Thank this.
