That driver likely didn't survive and if that's the case, the coroner/investigators don't want people messing with bodies and evidence. Also, when they do get there, you're in the way and you could be causing far more injury to someone who survived, than you think (neck injury).

To stop at a crash scene or not. It can be a tough question.
If you are first on the scene, or there is more help needed, and you are capable of rendering aid," then by all means, find a safe place to stop and go help out.
But if you know you can't do anything, or if you are going to get sick, or if all your going to do is run you camera, then keep the hell moving along! "LOOKIE LOUS" are the bane of emergency workers everywhere! -

The witness in the news report stated that the truck caught fire, they did the right thing to get involved and free the driver from the cab. In the case of fire, ANY injury to a victim is secondary to getting them away from the fire when one chooses to be of assistance.
