can a driver P C to his house from his terminal and after he gets home dispatch calls and tells you to pick up a load. is this legal and when does he have to start his log on duty

Assuming the carrier allows it, yes the driver can use personal conveyance from terminal to home.
In your posted scenario the driver would log on-duty and driving from home per the dispatch.

A way around it is to not answer your phone when your terminal calls. PC back to the terminal then go in and receive dispatch to save 11/14/70

The driver who uses a motor carrier’s Commercial Motor Vehicle (CMV) for transportation home, and is subsequently called by the employing carrier and is then dispatched from home, would be on-duty from the time the driver leaves home.

I didn't say he had to return to the terminal. I said what the reg. u just posted says. he has to go back on duty when he leaves his house to go pick up the load.

I have done that many times. I have used PC to go home, and then logged it from home to pick up something. It would be the height of stupidity to bobtail back 80 miles to a terminal then bobtail back 60 miles to get a load that was 20 miles from my house to begin with. But some folks will do these kinds of things. And some of them actually end up in high places in government.
