Two large trucking companies have started charging shippers extra to move freight in and out of California, where they say new labor regulations are raising the cost of doing business.
The nearly $6-per-shipment surcharge, levied by ABF Freight System Inc. andOld Dominion Freight Line Inc., comes after California this year began requiring trucking companies to pay drivers for time spent refueling, on rest breaks and other periods.

Labor???? You can also add in additional costs required to meet CARB requirements, of which still more stringent and costly regulations are around the corner. California is out of control and no one of any consequence is calling them out.

Companies already charge a "NY Geographic Service Fee"
This is from PTL - Paschall Truck Lines tariff: "A service fee of $500 shall be assessed on any shipment with a pickup, a delivery, or a physical stop-off involving the zip codes of 100xx (19 zips listed - all New York). If a pickup, delivery and/or a stop-off (or any combination of the foregoing) are involved, the fee will only be charged once." -
That pesky law of unintended consequences rears its ugly head yet again.
