I don't know why DMV office across the nation introduced these out of mind changes but here is what happens now
Guys who are on temporary J visas in USA will get CDL, while guys who have refugee or asylee status (this means they practically have green cards) cannot get CDLs. WTF??? How J visa visitor can get CDL after arriving in USA 2 months ago and guy who is here, has unrestricted social security and asylee status cannot get CDLs. this is what happened to my friend today. And By the way after DMV took all his documents, he passed all exams and before only issuing licence they f*** up his CDL
This is new surprise. I am sure they will amend this rule but asylees who will apply will struggle at first.

Yes my friend has political asylum. asylum approval means he has all working rights. Green card is next step, when he gets green card the day on green card will go back to asylum grant date. But asylum is granted indifferently and it grants him all working rights whatever green card holder has. However today he was told he should get green card first. But funny situation is when he got his CLP no one mentioned about this regulation, furthermore he did road test exams and everything required and only after going to the DMV to pick up CDL he found out about this new rule which totally leaves refugees and asylees unemployed

I am not sure if in Illinois you can get CDL with anything different that US passport or Green Card. It was easy before this July, but not now.

I don't know anything about J Visa but have you tried MasterCard or American Express?

I am not one for regulation. But ... it would be ####ing amazing if an interstate CDL required possessing a state held drivers license for 5 years before you could attain a Class A. Would weed out lots of trash.
