Tip#34 “U” Turns are prohibited except on divided highways.
Tennessee State law states that you may not make a U-turn at any intersection controlled by a traffic light or police officer or any location where a U-turn is prohibited by signs or markings. It is also illegal to make a U-turn on an Interstate Highway, two lanes or four-lane road where there is no median. Emergency crossovers are for emergency vehicles and highway maintenance crews only. (Tennessee State Driver’s Manual)"
Also, that is not a rural highway. That spot is inside the city limits of Shelbyville.
