Single axle tractor questions

Hello,
We are looking to add a single axle truck (semi) to our fleet to compliment our construction company. Questions:
1) We have a INTRASTATE DOT number. What is the process to enter neighboring states? Trip permit fuel permit?
2) When registering the truck do you just use the truck GVW or laiden weight GVW? I know insurance and taxes use these factors just trying to get an idea if it is even worth it.

We are Leary of changing to interstate DOT. Our cranes have INTRASTATE DOT and it weighs 54k. Not sure of additional costs associated with the changes.

 

Is a single axle tag generally for 60k GVW? Thanks
