Have you heard about the new FMCSA regulation requiring tanker endorsement if you haul bulk liquid containers(totes) with dry van.

Not sure if it's already in place but it gets to the point that nobody knows about this new thing and nobody can explain it.

    Any help will be appreciated.

That has been talked about for a few years now. Check out OOIDA site. They might have an article on it.

The rule is if you are hauling totes/ tanks of 120 gallons or more and the total of all the totes are 1000 gallons or more, you need a tank endorsement. That is of 2012, not sure that it has changed since then.

    rholl32 and ThreeM Thank this.

Anyone driving a "Tank vehicle" needs a tank endorsement. The definition of Tank Vehicle changed in 2011.

Now, if the AGGREGATE capacity (total of all added together) of bulk packages exceeds 1,000 gallons, that is a Tank Vehicle, and the driver needs a Tank endorsement.

In the interpretations to 393.5 there are two related questions:

So, if the totes are empty or manifested as residue only, no tank endorsement is required.

Didn't know that but glad I have my tank endorsement. I just hauled 20 totes of coconut oil.

Are there really any drivers without a tanker endorsement? I mean, it's one of the easiest tests and shortest sections of the manual.
