Just saw a fuel hauler vaping while unloading at a gas station -- I know there's no open flame, but isn't that considered smoking? I mean you're heating a fluid enough to vaporize it...

No it is not smoking, there is no open flame. Nothing is burning. In the manner of using it in relation to public health, many states see it as smoking. But in reality it is not smoking.

So when his vapor blows up in his mouth like a few down here in Florida have, how does that play out with a tanker full of fuel and the fumes that accommodate it?

Hell if I pull into a gas station on a really still night and the fumes from a tanker filling tanks are just sitting in the air, I leave.
I can't believe some nights that something doesn't light the fumes up. -
