This pilot sits in an industrial area, next to a set of busy rr tracks, there are no houses near by

That's what I was told. City residents didn't want trucks parking overnight regardless.

Not nearby, but many to both directions with very high values. They fought tooth and nail against any truckstop there and lost due to legal moves made by the Kent Family that developed it.

Ordinance in Irvine California states that no one may sleep in a motor vehicle of any type on public or private property for any reason between the hours of 10 PM and 8 AM, with or without permission, and there is not a single sign in town advising of that law. There are many laws that affect us on the books and there are no signs for them, nor are they required. You can be cited just the same. Ignorance of the law is no excuse.
The problem of course is the uneven enforcement of any law. Another example is Sturbridge MA and the Pilot there and the other dump, the New England Truckstop....I really don't know where this is going given the elog thing and tighter enforcement of HOS.

I was at the Pilot in Newburgh NY the other day and asked the fuel desk about the 3 hour limit. He told me that it's a "local ordinance" and it wen up because the locals protested the Pilot moving in, the residents didn't like the noise. So they had to put up the signs... but they're "not really enforced". He told me every now and then a local calls the police, the cops come and circle the parking lot and then just drive away. LOL
