Stay tuned, I expect that the FMCSA will be granted a stay while they continue working to formulate a response that addresses monetary and logistical issues as well as the alleged safety issues. Government in action, darn, now I'm worried.

It seems the FMCSA is playing this close to their chests. I do not expect an over night change of the laws. Probably a soft enforcement with a cut off deadline of Jan 1 or similar.

ATA is going to purpose the old split breaking. Meaning if you stop for 4 hours then you can extend your 14 hour "example only". You MUST follow the current rules as they are and the only thing to extend the 14 hour is to take an 8 hour SLEEPER break. However "if" the 2 hour break comes first you only have to take an 8 hour Break. with that said the 14 hour clock resets from teh end of the 8 or 2 hour break (whichever was the last break).

They postponed it do to lack of data (more like they new the economy was going to crap) once things pick back up you can bet they will want to cut the hours back again...
