U.S. House Rep. Lou Barletta, R-Pennsylvania, has introduced a bill that would prevent the publication of safety scores for truck and bus carriers and revamp the Federal Motor Carrier Safety Administrations scoring system.
The Safer Trucks and Buses Act, H.R. 5532, would specifically address issues with the FMCSAs Compliance Safety Accountability program, which Barletta says was rushed into usage and does not reflect changes made by carriers to improve their approaches to safety.
Make no mistake, I am a strong advocate for roadway safety, Barletta said in a statement. This bill in no way eliminates law enforcement access to safety data, and the worst offenders can still be targeted. Flawed safety scores do not benefit anyone. Whether its a parent looking for the safest bus for her kids school trip, a shipper looking for the safest truck to haul its goods or a small business trying to make it in a tough economy, we need better safety scores to provide adequate safety information.

It's has some common sense aspects and I'm not sure I'd be against it given the safety scoring system is mostly flawed. For example the changes would include ...

If CSA were an accurate indication of the safety and fitness of a carrier, I'd agree it should be public. However it is not. I fully believe it was only used as a tool to push elogs, and it was fairly effective. No matter your actual crash rating, which is the truest measure of safety, a couple form and manner log violations, maybe a light out, and you're an outlaw outfit on the computer. The guy that takes your place at your old customer may have a couple non DOT reportable crashes, maybe one reportable one even with a better record on the screen.
