Gov. Arnold Schwarzenegger signed the Healthy Heart and Lung Act, AB 233, into law Oct. 15. It also directs the California Air Resources Board to develop a comprehensive plan to enforce diesel regulations for all vehicles and engines. Diesel particulate matter is responsible for 70 percent of the cancer risk associated with breathing California air pollutants, according to state officials.

The state’s previous minimum civil penalty for violating the state’s five-minute idling law was $100, but beginning Jan. 1 it will be $300. Democrat Assemblyman Dave Jones, the bill’s sponsor, said the new law would bring the penalty in line with other traffic violations.

This law also requires state officials to refuse registration, including the renewal or transfer of registration, if the vehicle has been involved in a violation of air-pollution laws, whether by the owner or an operator, until the violation is cleared.

Every three years, CARB will be required to review the enforcement of diesel emissions regulations and develop a plan for consistent, comprehensive and fair enforcement. CARB must submit its first plan by 2009.

The California Trucking Association supported the bill, including an earlier provision deleted in September that would have barred state registration of pre-1994 trucks.

I would hope that the boycott of Commiefornia grows by leaps and bounds. I quit going there some time ago. All the insane anti trucking regulations, the insane fines, the pitiful lack of parking and the cheap rates do not make it worth while.

In a few years when all the port freight moves to Mexico they will be begging for trucks and all the money they bring with them.

Not the ####### in office they wont they dont care how it gets their as long as it gets their thats how this mess started in the first place no one cares about the american trucker except the american trucker,
This fire causes more pollution then years of trucking in the state.
Just another revenue device and That lines the pockets of the same folks who could care less how much you sweat or freeze inside the cab of our mobile home away from home.

Maybe the rest of the country should sue Cahleeforniah for all the fire pollutants it puts into the air every year?

It's always on fire somewhere there.

I feel an asthma attack coming on just thinking about how much of their smoke is coming this way.

I need to buy as much scrub property as I can along the Cahleeforniah border to put up warehouses & docks.

That way, everyone can just drop their loads in my warehouse & the Cahleeforniahns can come & get them with their electric, non-polluting trucks.

And if by chance some poor Cahleeforniahn driver lets his truck idle on my lot for more than a minute, I can stick that company with a $300 idling ticket.

Fair's fair no?

You know what really sucks about this law? If you have a pet in the truck, they won't enforce the idling law, because it would be cruelty to animals. Or so I've been told.....whodathunkit, huh?
