The Federal Maritime Commission last week filed its reply to separate motions filed in December by the Port of Los Angeles and the Port of Long Beach asking federal Judge Richard Leon to dismiss the agency's case against the two ports over their Clean Truck Programs. Despite claims by the ports, their Clean Truck Programs are clearly within FMC jurisdiction, the agency argues in its filing.
The FMC approved a discussion agreement between the two ports so they could harmonize their approach to cleaning up the fleet of drayage trucks that service port terminals. But it took the ports to court after maritime officials found the final Clean Truck Programs to be anticompetitive and likely to unreasonably raise the cost of transporting goods.

APU's

You know, the problem is not just the need for anti-idling. I think everybody realizes that a truck APU saves fuel and overall cost of operating the truck. The problem is the “cost” of these APU’s! I think most truckers would gladly buy an APU if they weren’t 8 to 14k. (please break my bank!!) Also, has anyone looked into the fact that the diesel APU’s are not going to be legal to run on the trucks without a filter after 2010. That is a year from now! So, I buy a unit, then after a year, have to spend another 3k, or so, in aftermarket equipment to even run in California! Maybe if there was an APU that cost less than half of the others it would fit into some kind of budget? No wonder truckers want out of California. Correct me if I am wrong.

I think CARB should just pass a law that bans all use of fossil fuels in California. Then they'd finally have clean air.

They wouldn't have food, electricity, air conditioning, transportation or anything else, but the air would be clean.

Who needs all that other stuff?

You know it'll come to a point where they will build mega warehouses in Reno and Kingman and all the trucking companies will drop their freight there and local drivers will come and get it and take it back into California. CARB is just making it so ridculously expensive to operate out there anymore, maybe companies will finally say "enough of this, we're coming out there anymore."
