Anybody who drives a truck in America should be fluent in speaking English language as well read and wright...

Far as that goes all people granted a green card must be as well.. Visitors/vacationers should be the only ones who would be exempt...

I agree with the speaking 100% but we do have a good bit of ol' timers out there that were not really afforded the opportunity to learn to read but they can still drive the heck out of a truck.
