Tomato trucks rumbling along Central Valley highways are as sure a sign of summer as are barbecues and sweet corn on the cob. But federal regulators keen on making sure no one gets hit by a flying tomato are mulling new rules that could keep those tomatoes out of sight.

That could cost the truckers who haul tomatoes millions in the process.

"It's a big issue for how the industry does business," said Mike Montna, president of the California Tomato Growers Association.

At issue is the long-running effort to make California agriculture comply with federal rules governing agricultural cargo. Those rules forbid haulers from shipping anything in a way that could allow some of the crop to fall off the truck.
