| Bulletin - eas activation requested shelter in place warning kanawha metro 911 relayed by national weather service charleston wv 1132 pm edt thu aug 28 2008 ...shelter in place warning... The following message is transmitted at the request of the kanawha metro 911. Due to an explosion at the bayer crop science plant in institute...a shelter in place has been issued by metro 911 for the following locations...south charleston...dunbar...jefferson...saint albans...nitro...cross lanes...and institute until further notice. Emergency officials are on the scene. All persons in the affected areas should remain inside their homes or some other closed building. An official announcement will instruct you when it is safe to leave. Turn on your local radio or tv stations for additional emergency details. Repeating...all persons in the following locations...south charleston...dunbar...jefferson...saint albans...nitro...cross lanes...and institute should remain inside their homes or some other closed building.

| AT this time WV25 and Interstate 64 are closed at the Institute Exit!!! Here is the link! http://wvgazette.com/latest/200808280743 and here is a clip: Police closed W.Va. 25 and Interstate 64 in both directions around the Institute exit. At 11:35, police blocked U.S. 60 westbound into Nitro, after Nitro police reported the haze forming in the middle and western part of the city. Witnesses reported seeing a red fire ball and feeling an explosion as far away as Charleston. The explosion was heard at least as far away as Mink Shoals. Police scanner reports indicated there were people injured in the explosion. "We live two miles away and it blew all the curtains in. It was a force through my window that was pretty incredible," Dunbar resident Gail Ferguson said. The Bayer plant manufactures agricultural chemicals, insecticides, pesticides and other chemicals including biochemical and gas materials, according the company's Web site.

Shelter-in-place order for much of western Kanawha County Residents in much of western Kanawha County were under a shelter-in-place order on Thursday night and this morning after the explosion at the Bayer Crop Science plant in Institute. By Staff reports Residents in much of western Kanawha County were under a shelter-in-place order on Thursday night and this morning after the explosion at the Bayer Crop Science plant in Institute. Those orders remained in force as of 1:30 a.m. today. Shelter-in-place orders were issued for South Charleston, Dunbar, Nitro, Institute, St. Albans, Cross Lanes and the surrounding areas. A Kanawha County Metro 911 dispatcher said everything from the Charleston city limits west to the Putnam County line was under a shelter-in-place advisory. According to the American Red Cross, people under a shelter-in-place should do the following: Close and lock all windows and exterior doors. If you are told there is danger of explosion, close the window shades, blinds, or curtains. Turn off all fans, heating and air conditioning systems. Close the fireplace damper. Get your family disaster supplies kit and make sure the radio is working. Go to an interior room without windows that's above ground level. In the case of a chemical threat, an above-ground location is preferable because some chemicals are heavier than air, and may seep into basements even if the windows are closed. Bring your pets with you, and be sure to bring additional food and water supplies for them. It is ideal to have a hard-wired telephone in the room you select. Call your emergency contact and have the phone available if you need to report a life-threatening condition. Cellular telephone equipment may be overwhelmed or damaged during an emergency. Use duct tape and plastic sheeting (heavier than food wrap) to seal all cracks around the door and any vents into the room. Keep listening to your radio or television until you are told all is safe or you are told to evacuate.
