Enforcement of the Transportation Worker Identification Credential recently spread to all major U.S. ports, but the program’s most technological benefits won’t be realized until at least late 2010.

More than a million TWIC applicant cards have been activated. Estimates of how many total TWIC candidates exist have ranged from 750,000 to 1.5 million to recent estimates of 1.2 million. Truck drivers, longshoreman and other workers who need access into port specific “secure areas” are required to obtain a TWIC, which includes fingerprinting and computerization of personal records.

The second phase of TWIC includes the selection of a TWIC card reader that security personnel could use to read worker information remotely.
