Dulles toll increase would pay for mass transit Dulles toll increase would pay for mass transit Quote: The public authority that controls the Dulles Toll Road has proposed raising tolls on cars and trucks to help pay for a mass transit project serving the Washington Dulles International Airport. The Metropolitan Washington Airport Authority unveiled its proposal in June. It calls for $2.77 billion in revenue from a toll increase to pay for more than half of the $5.26 billion Metrorail Project. Other Metrorail funds would come from regional sources and the federal government.
