The states of Washington and Oregon want to learn more about who uses the I-5 bridge that connects the two states and what people would be willing to pay to cross a new structure when it is eventually built.

A survey published by the Columbia River Crossing planning team asks whether people would support variable toll rates, also known as congestion pricing, as part of a plan to pay for the bridge and manage congestion.

With congestion pricing, toll rates would be higher during peak times and lower during non-peak times to have the greatest effect.
