That's how Jeff Davis, vice president of safety and human resources for Dayton, Ohio-based Jet Express, described the effect of the upcoming "CSA 2010," the Federal Motor Carrier Safety Administration's new enforcement system that will go into effect next summer.

CSA stands for Comprehensive Safety Analysis. In a presentation last month at the Truckload Carriers Association's Independent Contractor Division meeting, Davis described it as "a fundamental shift in the way FMCSA looks at carriers and how it relates to carriers on a daily basis."

Instead of the agency coming to your company's facilities to do a compliance review, something you may not experience for years at a time, there now will be monthly, electronic, data-driven compliance reviews. You read it right - monthly. And that review is going to be based on the safety performance of your drivers on the highway.

Under the current system, any roadside inspection that is not an out-of-service inspection is considered a "good" inspection for the purposes of the algorithm that computes your company's SafeStat score (the data-driven analysis system that determines the current safety status of individual motor carriers.) No longer. Under the new system, every single defect, out-of-service or not, will be used. The agency has "weighted" 3,589 different violations, from tinted windshields to a false log book, based on their potential to cause a crash.

Another big change: Drivers themselves will now get their own safety fitness rating from the FMCSA. And you will be expected to fix the ones that are deemed unsafe, even if the reason for their bad score is a crash caused by a drunken driver slamming into your truck legally parked for the night in a rest area.

We talked about this at our safety meeting last week. DOT is expecting around 150-175,000 drivers to be put off the road almost immediately when this goes into effect.

Looks like big companies will be getting the cheap import drivers they want before long. In the long run, companies may have to pay more to keep safe and legal drivers.

why will all those drivers be out of work? because of past violations? i have a spotless CDL. but about 7 months ago, i was parked in the loves ts in buckeye az. and a drunk ran into the back of my trailer. took 5 cops to handcuff him and get him in the cop car. will this affect my safty score?

I was told there was going to be a 2 year lookback on all CDL holders records at the time of implemintation.

Thats good to know. I was rear ended at a stop sign by an old guy 5 yrs ago. If they are going back that far, and counting things like that, I would be in trouble.

Ok so HOW can someone "fix" something on your safety report?

The article didn't say which states are currently ruing the program.

this is one of the very reason i gave up driving too many laws and none of them understand a life as a driver .....
