| Trucking Faces Unprecedented Challenges in Washington Uncharted Territory: Trucking Faces Unprecedented Challenges in Washington Quote: As if the economy were not producing enough uncertainty, the coming year offers trucking an unprecedented array of high-stakes challenges on Capitol Hill, in the regulatory agencies and in the courts.
Congress must undertake comprehensive reform of the federal highway program, and is contemplating creation of a cap-and-trade system for fossil fuel emissions as well as possible changes in labor relations law. New leadership and significant new rules are pending at the Federal Motor Carrier Safety Administration, and the National Highway Traffic Safety Administration must come up with a rule on heavy-duty fuel economy. Court decisions could force a rewrite of the hours-of-service rules.
All in all, a lineup worthy of an industry that prides itself on overcoming adversity.
"Honestly, I just can't remember a time, when you look at highway, energy, environment, labor, health care and side issues, when it's even been close (to this year)," said Capitol Hill veteran Tim Lynch, senior vice president of the American Trucking Associations.
