Here is a good one from the Lake Forest IL oasis west on I-94 just east of the Wisconsin border. I pulled in for a quick stretch and a bite to eat, I wondered why the ramp was backed up and when I get to the top, find a place to park I see these 2 dummies swapping loads in the parking lot blocking all the other trucks from leaving! by the time I came back out there were 2 state police I assume writing tickets and thankfully getting them the hell out of the way.

Probably had a breakdown. I've had to do that a few times for various reasons, but I try to do it away from everything. Moving cattle back and forth leaves a lot of cowshit on the ground sometimes, and is best done on the dirt somewhere.

I would guess they had a disabled truck. No one in their right mind transfer cows from trailer to trailer unless there is a big problem. As for swapping trailers you really can't. See a cow trailer doesn't really have landing legs. They have more of a post they slides down and is held in place by a pin. The front of the trailer isn't strong enough to hold a load.

definitely something wrong, glad they didn't have to do that on the side of interstate, or ramp.

I watched a couple guys put a new truck under a loaded trailer on an on ramp at about 4:30 in the morning. I was on a side road waiting on another truck to meet up and load cattle at daylight. They apparently pulled it off, I'd have to be pretty desperate to try it.
In the one picture, those cops are parked and standing within range. They could get a little green on them right there. -
But, I can see a dummy taking pictures and posting on here about their troubles. For what purpose I'm not sure. -
The guy is just doing his job. It ain't easy. You try jumping in that wagon with 50,000 lbs. of stressed out cattle. It's dangerous!
