Yes. But, the fact still remains that most of the cost of a gallon of any fuel now is a Tax. This is most true with the trucking industry.
We pay the highest tax on the fuel we use.
It ended up kind of like the Phone taxes. No on even knows what all of them are. Our fuel tax is much the same way.

If these tax dollars were spent on improving our roads and such why then are our roads so bad. Many have been sort of fixed. But , In Michigan road repair is part of our economy and they do not want to do it right the first time. Lost jobs and unemployment would sky rocket higher yet.

It was said on here already by someone else. That the large trucking companies can not haul all the freight. It takes the majority of small companies and the Independents and O/Os to get it done.

The larger companies buy trucks in huge volume and get huge breaks in their end cost. We as Independents do not. They buy many things in volume and save a lot of money that we can not.
I have no problem with that. But , even the smaller farmers got their share of help.... Tax free this and that. Low rate loans etc.

Fact is if they would just make the laws stick and pay us all our right share of the fuel surcharge we would be OK. They found loop holes in the law and kept the money .

I hash money with brokers all the time. They almost always seem to come up with more when they really need that load pulled. It did not come out of their commissions. It came from the fuel money they should have paid to start with.

This is just the way it all ended up.
When I pull company freight I get the full FSC. My last trip out was over $1000.00 in FSC. It does make a huge difference at the end of the pull .

My broker loads coming back home pay no where near that and I feel it big time. The FSC is there , they just won't pay it. Their customers paid it to them.
It was also said that some O/Os can use the FSC as a sort of bargining tactic. That is fine , but just means they settled for less money .

I have heard all the stories and each has it's own twist . But in the end it still means they pulled the freight for less.

Set a rate and add the FSC and that is the way it should be. Give discounts if and when needed . That is trucking.

There is no law on the books which requires that a fsc be collected or passed along to the one who purchases the fuel. A law was proposed, but failed to get enough votes to pass. Even if it had passed the bill had no teeth to force compliance. It would have only allowed the one who was not paid the fsc to file a civil lawsuit in an effort to collect it. There was no criminal penalties involved. Most small carriers would not waste their time attempting to collect a few hundred dollars in fuel surcharges.
