You learn on the scene that the lights can be distracting to other drivers to a point.

But in this case, distraction of another sort is probable.

I'm doing this from memory, so correct me if I'm wrong...but didn't one truck hit another truck, then one of them crash into the fire unit on the shoulder?

Still points to inattention on the part of at least one of the truckers, or so it appears.
