    If it was in China, the reason no one stopped to help is because they have no "good samaritan law." I've seen people laying on the sidewalk clutching their chest and begging for help and I immediately run the other way or cross the street. If you stop to help there's a 99.99% chance you will be sued in court unless you agree to settle out of court right there on the sidewalk.
