I suspect it's just "bad reporting" as is typical. Probably what was meant to be conveyed is that drugs and alcohol were found in the crashed truck ... toxicology report pending. Crashes can cause surviving occupants to do odd things immediately following a crash ... especially if drugs and/or alcohol are also involved
