This one bothered me a bit and I did a bit more research.

"KMile marker 1.972 when driver Jose villavicencio Guerrero headed to capital with load. The driver was ejected from the truck striking his head on the pavement and was taken to Hospital Doctor Juan Noe where he was in critical condition. The 2nd and 4th company of fire fighters as well as the "carabiners" of that zone where witnesses to the accident."

"Carabiners" or "Carabiniers" are infantry and are often used as police in South America. It may be that police/soldiers and firefighters were deployed to secure the construction zone. When the speeding truck came through it is logical that they would want to document it, I'd certainly do that if a truck came ripping through a construction zone.

lost in translation? perhaps. they do have different naming conventions for first responders in Latin America. staged? I don't know. Just like the lowboy stuck in tracks, the person was at the right place right time. Maybe this bend is very accident prone...I found another link where it says the driver died after 4 days in critical condition.
